I've always held that it was Frodo that spoke because: 1) The phrase neatly echo's Frodo's threat to Gollum as they lay in hiding near the Black Gate; 2) The Ring never spoke before; 3) If the Ring could speak, why didn't it shout out to the nearest servant of Sauron?
