Indirect, but true. The dragons were his "mockery" of eagles, just as the orcs were of elves, and the trolls of ents. I suppose all of these go together.

Nope and nope. The correct answer is "magic."

In the Sil Dragons are first call the Fire Drakes of the North so it may be there was always large lizards and Melkor had only to give Glaurung some of his spirt like he did to Carcharoth the Werewolf to have in the end after Glaurung grew what we see as Dragons later in the story.Meklor by the War of Wrath was weakend by putting so much of himself into his fellbeasts that all he could do is hide and run as the Valar entered Angband.Would have to think much of this went to the Dragons as they where by far his most mighty work.Ancalagon the black fought a full day and night against the host of the Valar so its safe to say this was one very very bad *** Dragon and would of riped Middle Earth a new *** had Earendil and the Valar not struck Thangorodrim when they did.

Raefindel-Tolkien companions are often wrong and misguiding.I can't remeber reading how he created them, though BoLT has some intresting theories. Some were said to be mechanic.

Sil page 289 ";and he gathered again under his government all the evil things of the days of Morgoth that remained on earth or beneath it," seeing that Sauron didnt get the Balrog of Moria or the other Balrogs that fled Angband to the deep places of the earth and no dragons came to his aid either i think its safe to say Dragons such as Balrogs worked WITH Meklor and where not just servants or creatures twisted from simple life like the Orcs or most likely the Trolls or they would of came to Saurons summons to the tower of Barad-dur.And this from the Unfinished Tales page 128 "For i do not believe that this Dragon is unconquerable, though he grows greater in strength and malice with the years.i know somewhat of him.His power is rather in the evil spirit that dwells within him than in the might of his body." Thats Turin talking about Glaurung and it does not sound like the spirit he speaks of is the dragons but one placed into it.
