Spring cleaning and reorganization

The new forum was established to give people unfamiliar with the board a chance to talk Tolkien without getting all technical like many of us love to do. I've also moved the site announcement topics that I had put in THE BOOKS back into THE BARROW-DOWNS where they belong. Sorry for any confusion this may cause.
