Sting Tengwar questions

When I see written samples of Tengwar, sometimes the vowels are written with the stem of an i below them. I was wondering when this is applicable.
Also, a friend of mine got her letters and their English equivalants from the book, and I got mine from two websites, and our letter equivalants don't match. Any help will be appreciated.

Suilad,

Many of the Tengwar fonts have different stems depending on how they are positioned for their consonant and vowel sounds the stems will change for these sounds also lentation of words.

You can go to so many sites and all the Tengwar fonts will be different to each other.
This site I use and is well known among Tolkien fans for fonts, of all kinds including the Old Germanic Runes.
