For all we know (until the manuscripts become available), both could possibly be authentic readings. JRRT himself was often undecided about thee/thou forms, and frequently changed them and then sometimes changed back again.
I am inclined to suspect, though, that CRT might have made the substitution for the sake of consistency throughout, since his father certainly wasn't! On the other hand, CoH may represent (as it plainly does in other cases) a restoration of the original where the Narn had been edited. CRT has stated on several occasions that he regards the original texts more scrupulously than he did a quarter-century ago. Some day we'll find out.
