I am assuming that there is much more about him in the Sil, which I have yet to read. I also don't know any history of Isengard, really, so it's going to have to be a big guess here. What I want to say just seems to easy and mosy likely wrong, to be correct. However, I am going to go ahead and say Saruman. I know, I seriously doubt it...and this may get a good laugh because it may be way off the mark, but it's another post all the same. Although it is not what I had in mind, I am content with yours because it is more plausible than my megere and assumption-flawed analogy of Felarof as the idol of Rohan's heraldic symbol of the White Horse and the White Hand of Saruman as the heraldic item of Isengard.
