Correct, H-I. Any answer referring to the Ainulindale would have been correct, but specifically the riddle shows Iluvatar raising his hands as he ends a Theme. The One the hits the heights was, of course, the last tremendous note with which he ended the Music.

Can it be a Silmaril?
It burns (the cat and smoke line)
It shines (the glittering part)
It is lost (this one I don´t feel too sure of, but it might explain the head and shoulders part)
It has always been the cause of strife and envy (the no love part)

OK. Your explanation is not what I had in mind. Sauron, however, is correct.

I thought of him in his form of the Lidless Eye...
...the pupil of a cat...
...an eye which has no tears, but glitters in the Palantír and Mirror of Galadriel...
...it is lit with fire (smoulders) but no smoke is there...
...it has no body beneath it (only an eye)...
...and evil Sauron certainly has no love in himself <img src=wink.gif ALT=""> ...
