Frodo got the gray cloak that he used in TTT from Galadriel in Lothlorien. All the members of the Fellowship got one in the book. The cloaks shield them from unfriendly eyes. As for the all-seeing eye, I think they mean the Eye of Sauron, because it sees all that happens. Or something like that.

Yes, the cloak is an Elven cloak from Lórien, woven by Galadriel herself, to hide the Fellowship from "unfriendly eyes" (actually all eyes, except those of Elves). They were also meant to be used in TTT with Aragorn, Legolas, and Gimli hiding from Éomer & Co., but that would've given that power away....
In the extended DVD, the scene in which Galadriel gives the Fellowship the cloaks is included. ("Never before have we clad strangers....")
The "all-seeing" eye is the Eye of Sauron, which can basically see anything that it is focused on (to a certain extent).

Frodo & Sam didn't use it before because they didn't know it made them a kind of invisible (but not really, just camouflaged).
How are you finding the books so far?

Purple Elf: maybe because he is your brother? Seriously, I wouldn't worry about it.

quote:
Frodo & Sam didn't use it before because they didn't know it made them a kind of invisible (but not really, just camouflaged).

Er... I'd have to disagree with you there, kind of, Petit. The way I read it in the books, the cloaks aren't something you consciously "use" as in turn on and off. They're always going, blending in with the greys and greens of the natural landscape. Although rumours abounded about how cool the "invisibility cloaks" would look, the movies deal with the cloaks differently. It would be too hard for them to camouflage the Fellowship all the time - after all, they couldn't even manage to make Glamdring and Sting glow as they should've. I love the scene where we do see the cloaks in action, though, it's freaky - so real! Almost makes up for the 'clumsy Sam' routine. Almost.

If i may add something to your question about the nine rings; the elves could sense that Sauron was wearing the one ring and took theirs off. But i believe that the men could not/would not percieve this and continues wearing theirs because of the power the rings gave them. Eventually, they fell under the dominion of the One and were slaves of Sauron

and of course the elves could not be corrupted by their rings because they forged them secretly, Sauron did not pout his evil into them, the dwarves were less susceptible to power they mostly lost their rings in dragons caves and eventually Sauron recovered them all.
