It could be Himring, the hill where Maedhros' fortress stood (which obviously was tall, and Tall is also Maedhros' nickname). After the drowning of Beleriand it became considerably smaller in stature and was renamed Himling (an island where the "sigh of waters" is always present).

OK, I'll go for Meneltarma which, being the Pillar of the Heavens and the tallest Mountain of Numenor (island of the tall Men), was certainly once tall. Following the Downfall, it too became considerably shorter.
