Hmm, no.
Was there one King of Rohan not buried there, I'm not sure really...?

If not Rohan, then what about the tombs of the kings at Minas Tirith? Elendil was buried on Amon Anwar, but weren't his bones transferred to MT later?
By the way, is it 'lie' as in 'lie buried' or 'lie on the ground' or as in 'tell untruth'?

What about the Chamber of Mazarbul, where only Balin is not, well, lying on the floor?

Lie as in lie buried.
Hmmm, just realised that Earnur was an exception, only King of Gondor not to be buried in the House of Kings, which would fit the description. But I had something else in mind.

Would it be the foot of the Meneltarma upon Númenor? Ar-Pharazôn was not there with the other Kings and Queens.

It did give me a considerable head start, I must admit.
People here are entirely too good at this. It's a shame there isn't some sort of game show dealing with Tolkien lore and involving large amounts of money. Anyway... Remember the one who refused to be a king?

I can think of a few who might qualify. My first guess would be Túrin, by Saeros.

Hrmm, hooom, well, no... but you are hasty folk, and have spoiled the answer, which is Gorlim. You may proceed, for thou are close as can be.

Ahhh. Sorry about that, mate. I had the picture of Gorlim appearing to Beren in my head, and it clouded the fact that Gorlim's wraith didn't really betray anyone.
Anyways... Remember the one who was carried by six?

Good question! Bombur?
I almost hope I'm wrong, because we've been answering these so quickly. But I can't help but try.

It is hard to write a difficult question that is not so vague as to provoke a guessing-game!
Remember this one, giver of toothy adornment? .

I am not sure what you mean by toothy really, but I have the feeling that you use toothy somewhat figuratively and that you then mean something bad or evil... maybe a wrong interpretation, but just a thought so far.
In that case I'll take Hurin as giver of the Nauglamir which caused the downfall of Doriath eventually.

If not that, perhaps Gollum giving "the marks of his teeth" to Aragorn?

Good answers, but both wrong. Although I like figurative language you'll find I didn't use it in this case.

I immediately thought "Hobbits" after reading the question so I went through all the Hobbit names and the one that seems most colourful is:
Lavender Boffin, as lavender is a colour. Although others may theoretically also represent colours...

Ha, yeah, hobbits do have very colorful names, but Lavender isn't who I'm thinking of. The one I have in mind's more than a little taller.
