No, no, no. That quote is NOT from The Two Towers - the Voice of Saruman; it's from The Fellowship of the Ring - The Council of Elrond. It is Gandalf quoting himself while reporting his conversation with the traitor Saruman.
By the way, the quote is not "He who breaks a thing to find out what it is, has left the path of wisdom." but rather 'And he that breaks a thing to find out what it is has left the path of wisdom.'
