That's Gamling speaking to Éomer (& Aragorn) about the wild men of the hills, at Helm's Deep. (Gamling had something in common with Tolkien - he knew ancient languages. He translates the 'bellowing' for Éomer.)

Yes, that was Mablung, Ranger of Ithilien, as he and Damrod guarded Frodo and Sam while Faramir left to lead the ambush of the Southrons. (See near the end of 'Of Herbs and Stewed Rabbit'.)
