nope. it doesn't have a proper name. And you shouldn't take the hints too literally. it's not really moving even though it is "ever moving".

would it help if I said that the "ever moving" comes from a song that made it to the movies and the "dangerous" part is from a clause of Bilbo.

Road!!! I was going to say that!! But I didn't think followed fit it.. But it's perfect for ever moving (road goes ever on and on...) and danger. (It's a dangerous business Frodo going out your door...)

I always wondered, why on earth would a bloke like Bard carry a black arrow around with him? Also it was never specified whether the arrow was one of many, and just happened to be the last, or was the only black arrow he owned. Mayble all his arrows were black. :P
