nope. it doesn't have a proper name. And you shouldn't take the hints too literally. it's not really moving even though it is "ever moving".

I always wondered, why on earth would a bloke like Bard carry a black arrow around with him? Also it was never specified whether the arrow was one of many, and just happened to be the last, or was the only black arrow he owned. Mayble all his arrows were black. :P
