Went to the refererance and got this "Elostirion Tallest of the towers upon Emyn Beraid,in which the palantir was placed . 292 PP292 "Three Elendil took,and his sons took two.Those of Elendil were set in towers upon Emyn Beraid,"So, even though the area was under the influence of Gil-galad I would go with Elendil.
