There is the Tengwar, a system of 24 primary letters. There are also the Tehtar, the signs placed above vowels to express their sounds. Or is there something else, like another name for the Cirth (Runes) that begins with T ?

Hm, I can think of two:
Thingol didn't allow his people to speak Quenya, or have it spoken in Doriath, because of the Kinslaying at Alqualonde. Also, because Sindarin was easier for the Noldor to pick up than Quenya was for the Sindar.
