To which Istari did Cirdan give one of the Rings of Power? What was the rings name and meaning and why did he (Cirdan) give this ring to this Istari?

I know that it is long question, but I don't know much about them.

He gave it to Gandalf because he knew Gandalf would have more need of it than he in the days to come, rallying supporters and all.

Cirdan gave to Gandalf Narya, the Ring of Fire, because Gandalf's "labors and ... cares will be heavy" and that Gandalf could "rekindle hearts to the valor of old in a world gone chill".

What was the reason given suggesting that Radagast had failed his 'mission' in Middle Earth?

Hmmm... Didnt word that too well but I'm sure you get the drift...

Because he didn't stay true to his mission in opposing Sauron and rather spend his time concerned with beasts and birds?

"...he did not remain faithful to his mission..."

"...in becoming enamoured with the wild creatures of Middle-earth Radagast neglected the purpose for which he was sent if perhaps not perfectly in accord with the idea of his being specially chosen by Yavanna."

Well it appears Im too late to answer this one, which it seems happens to often. Curse my slow reading and typing!

"Radagast the Brown!" laughed Saruman, and he no longer concealed his scorn. "Radagast the Bird-Tamer! Radagast the Simple! Radagast the Fool! Yet he had just the wit to play the part that I set him.

For Radagast, the fourth, became enamoured of the many beasts and birds that dwelt in Middle-Earth, and forsook Elves and Men, and spent his days among the wild creatres. Unfinished Tales-The Istari
