The only thing I can think of is that you are mistakingly equating Peregrin Took as a brother-in-law.
If not; then I surrender.

Main Entry: brother-in-law
1 : the brother of one's spouse
2 a : the husband of one's sister b : the husband of one's spouse's
sister

Sam and Peregrin are fathers-in-law.
That's about the best that is available.

7 is generally held to be a sacred and magical number.
Genesis.. creation in 7 days and the Mystic Arts; in that repetition of something 7 times (incantations etc.) holds that it is representative of infinity as two glaring examples.
