Deagol didn't exactly have it he just pick it up.
So I'll say Samwise Gamgee he kept it only for a while in Cirith Ungol and then gave it back to Frodo. And theres Galadriel but she didn't exactly have it either.

Sauron, Frodo, Smeagol, Bilbo, Isildur, Gandalf, Cirdan, Gil-Galad, Elrond, Galadriel, 7 Dwarves, Witch King, Khamul 7 more men.
And if you count Saruman, Finrod, Barahir, Beren, Aragorn.

Deagol and Sam weren't ring-bearers. For they had it for too short a time.

I think that Sam counts because in the book, Elanor says that Sam passed on to the Grey Havens, last of the Ring-Bearers. He had the ring for the whole time it took him to find Frodo in Cirith Ungol. Deagol doesn't, because he only had it for maybe a few minutes at best.

And so by my tally there are 33 ringbearers: Isildur, Sauron, Frodo, Bilbo, Smeagol, Sam, Cirdan, Gil-Galad, Gandalf, Galadriel, Elrond, 7 dwarves, 9 men, Aragorn, Barahir, Beren, Finrod, Saruman, and Arwen. (Aragorn gave the ring of Barahir to her for a bit as a sign of faithfulness, but she could be ruled out along the same lines as Sam or Deagol)

Ring To bear the One Ring

The question of who qualifies as a bearer of the One Ring is a matter of some debate: To bear the One Ring. Please post there if you want to discuss this issue further.

As for this question, we'll have to go with whatever was in The Perky Ent's mind ...
