To which Istari did Cirdan give one of the Rings of Power? What was the rings name and meaning and why did he (Cirdan) give this ring to this Istari?
I know that it is long question, but I don't know much about them.

He gave it to Gandalf because he knew Gandalf would have more need of it than he in the days to come, rallying supporters and all.

Cirdan gave to Gandalf Narya, the Ring of Fire, because Gandalf's "labors and ... cares will be heavy" and that Gandalf could "rekindle hearts to the valor of old in a world gone chill".

Because he didn't stay true to his mission in opposing Sauron and rather spend his time concerned with beasts and birds?

"...he did not remain faithful to his mission..."
"...in becoming enamoured with the wild creatures of Middle-earth Radagast neglected the purpose for which he was sent if perhaps not perfectly in accord with the idea of his being specially chosen by Yavanna."

Well it appears Im too late to answer this one, which it seems happens to often. Curse my slow reading and typing!
"Radagast the Brown!" laughed Saruman, and he no longer concealed his scorn. "Radagast the Bird-Tamer! Radagast the Simple! Radagast the Fool! Yet he had just the wit to play the part that I set him. Quote:

We know that the word wizard is a translation of the Quenya istar. What is the word in Sindarin?

Speaking of Orthanc, what are the original names of Orthanc and Isengard?

I'll give it to you. Mount Fang and Cunning Mind are actually translations of the name Orthanc. Your turn Ziff-a-dee-doo-dah!
