But if you“re asking why he chose the name &quot;He who looks afar&quot;, I can only guess: he made the prophecy that when the newly planted White Tree will be hewn, the line of Nśmenorean kings would perish also; maybe this makes him a farseer, at least he was a clairvoyant.

The Ban of the Valar was that it was forbidden for Men to set foot on the Undying Lands. The Mouth of Sauron was present at the Black Gate when Aragorn and Co. called for Sauron to come to battle. So the Mouth didn't have anything to do with the breaking of the Ban.
