I will accept gilraën's second guess, Enerdhil, though there is no definite right answer to this question. Some sources name Celebrimbor as the maker of the Elessar. (For more info look the UT; the story of Galadriel and Celeborn)

The chain and box that had once held the ring around Isildur's neck and the Elendilmir. These two things were found in Orthanc.
