Just because there were 3 council ones, it doesn't mean there will be 3 musician ones. The council ones happened because my computer was down and I could not get at my stash of prepared passwords. Twin and musician research meant I had enough for two of each, and the aforementioned stash had by then been used up.

The whip is the crucial connection, but you also have to cross-reference this to orcs in 'The Hobbit.'
As Rankin-Bass also animated 'The Hobbit,' I thought this clue was defensible.
