three rings for the elven-kings under the sky

One question!

Can the rings which have been designed for one species be used by another?

May be the elven rings can be exchanged among themselves, but given to gandalf, would he be able to use it just as much, with just as much power? If him being a Maia had something to do with it, all three rings on his hand would have worked a lot better, don't you think so?

Will the elven rings when used by dwarves do the same things that the dwarven rings do,enhancing the lust for gold or work as they were meant to by the elves?

Will rings of power wielded by men always corrupt them or could ones with a strong will use them for good? Even the dwarven rings which greed for treasure? (I am not talking of the One ring)
