Elrond's comment that the task is appointed to Frodo may in some way support my thesis that Frodo, a mortal, being in possession of the Ring, an artifact created by a Maia, is wound up in the fate which binds Valar/Maiar/elves, while your analysis would seem to support the idea that a Hobbit would ordinarily not be affected by fate. On the other hand, we may be reading too much into this.
