Arthedain's early chance

Joining with the Elves of Lindon and the fleeing remnants of Arthedain, they marched through the North-Kingdom and cleansed it completely of the servants of Sauron. No one Orc remained west of the Mountains. Why then was Arnor abandoned? Surely Gondor, now at the height of it's power, could have re-colonised the North-Kingdom with the remnants of the Dunedain of the North -- not just Arthedain, but Rhudaur and Cardolan too?
