Sting Pondering on Tû... a prototype?

I’ve always wondered about Tû who was mentioned as “.. the wizard”. But it was also mentioned that he was also “the wizard / fay who became King of the Dark Elves”. He is the same Tû that had become upset with Nuin the Dark Elf when the latter discovered where the Men (who hadn’t awakened yet) were and taught several, perhaps prematurely, speech.
Being in the earlier works of Tolkien... could he have been a prototype Istari, or something more?
