I was curious, in the Third age, War of the Ring, were there any NOTABLE Eastelings, Harradrim, or Virags from Khand?

Well, Gothmog may have been one, but we don't know diddly-squat about him. Other than that, nobody worth real note. Unless, of course, you could settle for people before the WotR.

Quite simply no. This would have made them seem more human instead of monsters, thus we would have empathised with them, thus we wouldn't have been so passé about them being slaughtered.

You could make assumptions that they would have names based on other Easterling characters from the First Age (Uldor perhaps), as Tolkein was fond of that among the good guys, and names seem to be recycled with Sauron too (Udun, Gothmog etc)

There may have been, in fact there probably were, but all the histories of that time have come down to us from the goodies' side, and so we can't possibly know about them. Knowing about the heroes of the enemy would have been unrealistic; Tolkien was a strong user of Point of View. We never know anything that it is impossible to know, or cannot be inferred.

The Mouth of Sauron apparently was from Harad, that's about all we are told. I think that Khamûl, one of the Nazgûl, came from the East. You could check Unfinished Tales. The Corsairs of Umbar were descended from Black Numenoreans, so maybe you could use some evil-sounding Numenorean names. If you get your map finished, maybe the mods will let you a put a link to it somewhere on this site? Good luck.
