Overlithe
Isn't it technically Overlithe today, it being 29th February? I know in The Shire they placed this extra day at Midsummer, but obviously we won't be able to mark the occasion then, will we?
What do you say? Is it 'our' Overlithe today? The Numenorean calendar had their leap year day at midsummer too, but what about in other calendars? The Elves had a Leap Year every 12 years, what about Gondor? And who was the great astronomer who discovered the need for an extra day?
