Where was Frodo most at peace?
I'm working on a fanfic, and want to evoke the place Frodo found the most peace or rest after Weathertop. I was going to use the Shire, but that's wrong: Sam found peace in the restored Shire, but Frodo didn't, not really. I'm assuming Lorien or Rivendell, but I don't really know.
Before anyone starts: yes, the correct answer is Eressëa, but given that's where the scene actually takes place, I can't really evoke it within the scene. (If I have to I'll go back to BoLT and use some of the Kortirion description, but I'd prefer something specific to Frodo.) hS

Rivendell, before the Fellowship was assembled. He was with Bilbo, Sam, Merry, Pippin and Gandalf. He at least thought his task was over and that he could return to the Shire, leaving the matter of the Ring to the great ones. He had not yet suffered, other than the wound at Weathertop, and he was not yet dealing with the loss of the Ring.

I agree - Rivendell is probably the best option. In Lorien, Frodo is already grieving Gandalf, there is already some tension with Boromir, and deep down he is starting to feel tired of carrying the Ring, as evidenced by his impromptu offer to give it to Galadriel.
If you're looking for a non-Elvish setting from the travels - consider Ithilien. Though now that I think of it, both Ithilien chapters and probably positive memories are more from Sam's perspective too. Of Herbs and Stewed Rabbit sees Frodo well-rested and well-fed for the first time in ages, among greenery, feeling almost as if there is no war happening all around them. It is where they found unexpected aid and wisdom from Faramir. And Cormallen Fields sees him waking up for the first time after destroying the Ring and learning that all his friends other than Boromir are safe and sound, but he knew about Boromir already. He still has an ideal of a Shire he can return to and a hope of normal life. He still believes that he can heal, and you can live without a finger. Every trial and tribulation is over, and now he can enjoy the peaceful life he longed for.

Thank you both; my reread (first in a long time) has just finished the Council, and there's two quotes almost back to back that pretty much confirm your answers:
