three rings for the elven-kings under the sky
One question!
Can the rings which have been designed for one species be used by another? May be the elven rings can be exchanged among themselves, but given to gandalf, would he be able to use it just as much, with just as much power? If him being a Maia had something to do with it, all three rings on his hand would have worked a lot better, don't you think so? Will the elven rings when used by dwarves do the same things that the dwarven rings do,enhancing the lust for gold or work as they were meant to by the elves? Will rings of power wielded by men always corrupt them or could ones with a strong will use them for good? Even the dwarven rings which greed for treasure? (I am not talking of the One ring)

That may be true, but remember that Cirdan gave Gandalf that ring because he was staying in the Grey Havens and knew that Gandalf could use it more effectively. I'm sure that Galandriel and Elrond were/had been using their rings a lot and therefore would not need to 'put them to better use'.
But I think that if Sauron could have made a ring that only he (or other Maia) could use, I think he would have. Obviously Frodo could use it somewhat, and most of the other characters said they would not use it for fear of being mastered, meaning they could have. Yet I do believe that Aragorn does say something about none of them being able to wield it. (I know that's in the movie, not sure about the book.) So maybe Sauron did make a Ring that truly answered to him alone.

Elrond was not the original keeper of Vilya. It was sent by Celebrimbor to Gil-galad in Lindon for safekeeping and he gave it to Elrond around the time Inmladris was founded.

I think that the elven rings were like the one ring - anyone could use it, but not any one could use it to it's full power. Frodo could use it to become invisible, but he would not have been strong enough to rule Middle Earth with it. The ring would have overpowered him.
I think the same is true with the elven rings, although I believe they had less malice in them. If a hobbit came across an elven ring, he would not be as powerfull as Elrond was with the same ring. Each ring had a very specific purpose. The ring of water, nenya, for example, probably would have given the wearer a better appreciation for rivers and lakes. If a dwarf came across one, I think that he would be less consumed with gold and become more aware of nature. But it would depend on the strength of the individual on how much he was changed.
