Or he was waiting to see who else (other than CoD) would get the most votes. Or he's the cobbler. I should have thought both of these possibilities were fairly obvious.

I'm never keen on people announcing they're going to vote at random. Yes, innocents do this... but it's such a ridiculously easy way out. Also, what does that first sentence mean?
